The Apex body of Telecom in India TRAI is a joke. They are very prompt in coming up with guidelines, frameworks and research reports. But they are utterly incapable when it comes to implementing the same. The much talked about Unsolicitied Commercial Calls Regulation was twice postponed already. Once in December 2010 and another in February 2011. The regulation was supposed to go live today, that is March 1st 2011. But TRAI has extended the deadline for implementation till 21st of March 2011!
The reason is a simple confusion or lack of thoughtfulness I must say. Department of Telecommunication mandated that all telemarketers be easily identified just by looking at the number. So, they were figuring out a unique numbering scheme for the telemarketers. Initially it was proposed that numbering series beginning with '140' be used. But that applies only to mobile telemarketers. What about the fixed line telemarketers? So far no number series has been alloted for fixed line telemarketers. DoT has announced 21st of March as the tentative date of implementation for UCC regulation. Before that the numbering series has to be alloted and Access providers need to perform adequate testing...
Looks like another extension of deadline is imminent..! Meanwhile, telemarketers are making hay while the sun is shining :)
