When this movie was filmed, Mary-Kate and Ashley were still only 15 years old and did not have their drivers' licenses yet (age limit for getting a drivers' license in the US is 16). With their learners' permits they were only allowed to drive when accompanied by a licensed driver. For this reason, all the scenes with the twins "driving" had to be faked, with their car actually being towed by another car.
