Donald G. Jackson said when he was developing the story, he read that, according to the legend of the chupacabra, it preferred eating small animals. He realized immediately that that wouldn't sell video units, so he decided to change it so the monster went after hot naked girls.

According to actor and producer Scott Shaw, while he and director Don Jackson were down in Mexico scouting locations for a movie called the Guns of Baha, they witnessed an accident where a car flipped over. When Shaw helped the people in the car, they swore it was caused by a chupacabra running across the road. Shaw and Jackson thought that was so weird that they looked into the legend of the creature and decided to change the film title and plot to Guns of El Chupacabra.
