The project was originally set up at Franchise Pictures years earlier, and was much more action-packed and epic in scale. By the time the film went into production, Franchise was cash strapped and could only afford a streamlined version of the original script.
Director mink actually shot the film in Super 35 with the intention of framing the completed picture in the 2.35:1 aspect ratio, but when Sony decided to send the film straight to DVD, the studio instead re-framed the picture to 1.85:1.
The street market fight was shot in the area where Steven Seagal grew up studying martial arts. He would walk by the shopping area shown on a daily basis.
Released theatrically in Japan and other parts of Asia to capitalize on Seagal's popularity there.
In Kuroda's henchmen's apartment, a television is playing a scene with Seagal's daughter Ayako Fujitani in Gamera: Guardian of the Universe (1995).
