Julian, Simon Farnaby's character, was influenced by a number of different politicians including Tony Blair, David Cameron, and Boris Johnson. The nature of his death was likely based on upon that of the former conservative MP Stephen Milligan, who died of autoerotic asphyxiation in 1994.
Mathew Baynton, Simon Farnaby, Martha Howe-Douglas, Jim Howick, Laurence Rickard, and Ben Willbond (six of the eight original ghost actors) are a writing and acting team that previously worked on the CBBC show Horrible Histories (2009), Yonderland (2013), and Bill (2015).
Early concepts for the character of Julian Fawcett MP (the trouser-less ghost) were far more risque, and according to producer Simon Farnaby, it came to a point of almost not being appropriate for prime time television, as they included leather straps, a BDSM mask and a gag-ball.

Jim Howick (who plays Pat) addressed that there is a similarity to the 1970s series "Rentaghost", which most of the writers were either slightly too young or too old to have watched it, in that the old series did help in noting cliches of horror programs, such as the headless Tudor noblemen.
