TOHO announced this film on November 3, 2022, the franchise's 68th anniversary, known as "Godzilla Day".

This is the first Godzilla movie to be a period piece, set during the American occupation of Japan (1945-1952) and almost a decade before the original Godzilla (1954).

Godzilla's appearance in the film was closely based on the design seen in the 2021 CGI short film that accompanied the "Godzilla the Ride" amusement park attraction in the city of Tokorozawa. The short was also directed by Takashi Yamazaki. For this film, the design's proportions were altered and the size of its back plates was increased.

Principal photography began in mid-March 2022, taking place in Kanto.

Every Godzilla design gets a nickname from Japanese fans. For this Godzilla, Toho endorsed "Negagoji" as the official nickname. However this has caused pause for American fans due to the first part sounding similar to a highly offensive word. As such Americans have taken to alternative nicknames, such as "MinusGoji".
