Sheriff Gaines is a left eye dominant right handed shooter. This is evident when she shoulders the rifle with her right shoulder (as any right handed shooter would) but has to look through the scope with her left eye.
Shoulder patches are normally sewn within 1/2 to 1 inch from the shoulder seam. These patches on police are about three inches below the shoulder seam. Just tells you that the costume department is amateurish.
