Guillermo del Toro had plans to use the famed "Hat Box Ghost" character from the popular Disneyland attraction to play a large role in the film. Del Toro at a Reddit AMA session in July 2014 mentioned they already had concept artwork and maquettes of the Hat Box Ghost, which would likely be played by Doug Jones. Del Toro said this: "We have developed 50-60 pieces of art, We've developed maquettes of the Hat Box Ghost, over the body and face of Doug Jones, but we have not succeeded yet in cracking the screenplay. I have to believe that Disney will make this movie as soon as we crack the screenplay, but until then we cannot tackle it."

In April 2015, Ryan Gosling was in talks to join Guillermo del Toro's long-gestating project. Del Toro moderated a panel at the South By Southwest Film Festival for Ryan Gosling's directorial debut Lost River (2015), and they were also spotted at Disneyland over Oscar weekend, riding the Haunted Mansion ride together and others such as Space Mountain, Thunder Mountain Railroad, and Pirates of the Caribbean. No details have ever been given for what character Ryan Gosling may portray. It was rumored Gosling was still attached to this project but with the announcement in August 28, 2020, of writer Kate Dippold and producers Dan Lin and Jonathan Eirich coming a board through their Rideback banner and Guillermo del Toro and his team looking to be no longer involved with the project, it's to be assumed Gosling is no longer involved either anymore.
Disney reportedly wants to reboot the film because it sees it as potentially having Pirates of the Caribbean levels of success. That series has, to date, earned more than $4.5 billion at the global box office, with further movies on the way.
Guillermo del Toro is quoted as, "The result is a unique combination of dark and fun," and wants to really honor the two sensibilities.
