The writers had decided not to bring back Bough (Ben Miller), English's sidekick from Johnny English (2003) and decided to replace him with new character Agent Tucker (Daniel Kaluuya). Miller did film a cameo, to link the two movies together, but was cut.
Originally, this movie was going to be filmed in 2006, but Rowan Atkinson elected to do Mr. Bean's Holiday (2007) instead.
