The writers had decided not to bring back Bough (Ben Miller), English's sidekick from Johnny English (2003) and decided to replace him with new character Agent Tucker (Daniel Kaluuya). Miller did film a cameo, to link the two movies together, but was cut.
Originally, this movie was going to be filmed in 2006, but Rowan Atkinson elected to do Mr. Bean's Holiday (2007) instead.
The cat Philby was named after Harold Adrian Russell "Kim" Philby, a member of the Cambridge Five who betrayed his native U.K. to spy for the U.S.S.R.
When Johnny English (Rowan Atkinson) goes and plays golf, it's the same golf course where James Bond (Sir Sean Connery) played golf against Auric Goldfinger (Gert Fröbe) in Goldfinger (1964).
The on-going search by the characters for the unknown third man in the spy ring is a take on the real-life years-long search for an unknown "Fifth Man" in the so-called Cambridge Five, a British spy ring which began operating during World War II.
"Johnny English: [after he realises that the key is stolen] Shushan! Agent Tucker: Susan."
"Johnny English: [wrestling elderly woman] She was in Hong Kong! She's the killer! Pamela: She's my mother! Johnny English: Couldn't she be both?"
