The film was shot in San Francisco in 21 days.

Real life familiar political faces like Alan Dershowitz, media journalist Howard Kurtz, Heisman Trophy winner Eddie George and McCain campaign manager Steve Schmidt make appearances as fictional characters.

Originally slated to release around November 2012 presidential election in the USA.

Carrie-Anne Moss on her character Penelope: "Because she works in a clinic, she sees people every day, and sees the truth of what's happening, and how people are struggling for jobs, struggling for medical care, struggling for education. And she just really wants to make a difference, and her decision to run for governor doesn't come from her ego at all. It comes from this really pure intention. So I really like that about her. She's sort of that innocent light that wants to make a difference."

There were several changes in the cast before filming. Connie Britton was in talks for the role of Penelope; but ultimately Carrie-Anne Moss was cast. Titus Welliver was approached for the role of Dimitris, as well as Rebecca Mader for the role of Tawny.
