Ravi Kumar is clearly the black sheep of the Kumar family, and has been so for years. He is unemployed, uncouth, and gets into fist fights and trouble all the time. And then a man is killed, and the evidence points towards Ravi, he gets arrested. Although there were witnesses to this murder, no one comes forward to testify in favor of Ravi. The film had several working titles. " Aaj Ka MLA" , " " Mawaali MLA" , " Aaj Ka Mawaali MLA", "Aaj Ka Loafer" Boney Kapoor finally settled on " Loafer".
The film was to be originally produced by Suryanarayan. He wanted Sanjay Dutt for the film , but due to Sanjay going to jail he opted out. Next he approached Venkatesh , but he declined due to not agreeing on the price. When he approached Anil Kapoor he refused. But due to Anil working with Suryanarayan in Hifazat , he finally agreed. That is when Boney Kapoor stepped in and decided to produce the film.
Fiji Indian artiste Kaiindia, who is based in California, sampled the tune of "Tere Tirchi Nazar Mein Hain Jaadu". He did it for his song "Intro To KAIINDIA" from his album "What Is Taki".
Ths film was made on a small budget and sold at a throw away price to distributors. This was done to cover for losses the distributors suffered for Roop Ki Rani Choron Ka Raja.
Sridevi was offered the film but she felt her role was not important enough. So refused the film.
