Anurag Kashyap had read the novel in 2006 when it came out and in 2014, was approached by AMC from Scott Free Productions for a series in English. Kashyap declined the offer as he did not want to do "anything based in India, in English".
While Anurag Kashyap directed the Ganesh Gaitonde (Nawazuddin Siddiqui) angle of the story, Vikramaditya Motwane looked upon Sartaj Singh (Saif Ali Khan).

The storyline is highly based on real time events in Mumbai and India between 1980-1993. The character of Gaitonde is loosely based on real life gangster Arun Gawli, where as the character of Sulemani Isa is based on Dawood Ibrahim. The Rags to Riches Story of Gaitonde , Fleeing to Dubai and 1993 Bomb Blasts by Isa et all are based on the real characters.
The titles of all the episodes have their meaning in Hindu Mythology. A parallel is drawn between the theme of an episode and the mythical story related to the title.
