Jeff Daniels offered to play President Trump if no other actor would accept the part, though playing James Comey was his first choice. Brendan Gleeson reconsidered and accepted after originally turning the role down.
At one point the film was scheduled by Showtime to premiere after the 2020 Presidential election. Jeff Daniels threatened to refuse promotion of the movie if that was the case, stating that the decision was a slap in the face to the cast and crew that had worked hard in order to get the film completed before the election. It was ultimately scheduled to premiere September 27, 2020.
Brendan Gleeson took on the role of Donald Trump in The Comey Rule on the condition that he not be involved in any interviews or press during the release.
Due to the real James Comey's distinctively tall height of 6'8, Jeff Daniels wore two inch lifts in his shoes to increase his onscreen-stature from 6'3 to 6'5. He admitted that even while wearing the lifts, Comey towered over him when he visited the set.
The two-part mini-series was split into four episodes in most non-US territories.
