Andy Conway and Nicky Tate came up with the original script which Zackary Adler and James Edward Barker optioned in 2018. One of the first things they did when it came to rewrites was to change the lead character from a male to a female.

Olga Kurylenko was first choice to play the Courier. Co-writer James Edward Barker had previously worked with her on Mara (2018) and knew she would be perfect for the role.
