Writer/director Michael Cooney did the voice of the man who tells the story of Jack Frost over the opening credits. Marsha Clark, the actress who played the dispatcher in the film, did the voice of the little girl.
Shannon Elizabeth's first acting role in a movie and her first nude scene. She filmed this before she got the breast implants she reveals in American Pie (1999).
The movie was shot in the winter during a drought year when there was no snow on the ground. According to actor Scott MacDonald, the temperature went as high as 70 degrees. Foam and cotton swabs had to be used as substitutes.

This film was initially going to be an action thriller set in a bigger city where the Jack Frost character would be CGI (in the vein of Terminator 2: Judgment Day) directed by Renny Harlin, with a $25-30 million budget. When Geena Davis, Harlin's girlfriend at the time, read the script, she thought it was the worst thing she's ever read and instead wanted to do Cutthroat Island (1995).
