Amy Jo Johnson (Kimberly Hart/The Pink Ranger) declined to appear in the special due to a payment dispute with the producers. She tweeted: "For the record I never said no... I just didn't say yes to what was offered."

The title of this series is derived from the phrase "Once a Ranger, Always a Ranger".
This will be a first for many cast members. First time Walter Jones and David Yost have reappeared in a Power Rangers project since their departures from the show, Jones who left in the second season of Mighty Morphin Power Rangers (1993) and Yost in Power Rangers Zeo (1996). This is also first time Jones has co-starred alongside Johnny Yong Bosch (his replacement in the role of the Black Ranger), Karan Ashley, and Steve Cardenas. This is also the first time Johnny Yong Bosch has returned since his appearance in the 15th Anniversary special during Power Rangers Operation Overdrive (2007). This is also the first reunion special without Jason David Frank due to his retirement from the franchise and death in 2022. Yost and Sunderland have provided voice roles for later series, both appearing in Power Rangers Wild Force: Forever Red (2002) as Gerrok and Tezzla respectively.
First time Trini Kwan will have a presence in some capacity since her departure and Thuy Trang's death in 2001.
