At the time of filming, Jeff Wincott had never studied the style of stick-fighting his character utilizes. His training consisted of a single 45-minute session with escrima master Burton Richardson.
Was originally conceived as a sequel to Martial Law II: Undercover (1991) with Cynthia Rothrock co-starring. Rothrock pulled out of the project and was consequently replaced by Karen Sheperd.
The framed picture on the wall of Cedric's office at the boxing gym is a photograph taken at 1971's "The Fight of the Century". The image depicts the moment the defending heavyweight champion, Joe Frazier, knocked down the challenger, Muhammad Ali, in the 15th and final round on the way to retaining his title via unanimous decision.
