Following the fact-based historical book of the same name, this drama follows the rise of Cromwell as he becomes Henry the VIII's closest advisor. England in the 1520s is a heartbeat from disaster. If the King dies without a male heir, the country could be destroyed by civil war. Henry VIII wants to annul his marriage of twenty years and marry Anne Boleyn. The Pope and most of Europe oppose him. Into this impasse steps Thomas Cromwell: a wholly original man, a charmer, and a bully, both idealist and opportunist, astute in reading people, and implacable in his ambition. Mark Rylance has stated that the codpieces on the otherwise historically accurate costumes were made smaller at the request of PBS who felt that American audiences might be offended.
The series' executive producer, Colin Callender, stated in February 2015 that he hoped that the BBC would commission an extension of the series based on the final novel in Hilary Mantel's trilogy, The Mirror and the Light, which Mantel was then still in the process of writing. Callender said that lead performers Mark Rylance and Damian Lewis were "eager" to return.

The weaving technique that Elizabeth Cromwell is shown doing with her hands is called Fingerloop Braiding, a popular technique used during the period to make cords, purse strings and laces for clothing.
Joanne Whalley plays Katherine of Aragon in Wolf Hall. In the BBC short series The Virgin Queen (2006) she played Katherine's daughter, Mary I of England. She also played Margaret of Burgundy the great aunt of Henry VIII in The White Princess.
