You don't need to enable VoLTE. Insert the Jio (VoLTE enabled) in any slot. By default, VoLTE will be active. If it is not, you can change the network preferences from Network option in settings.

I would prefer Samsung Galaxy A9 due to the price difference because moreover, specifications are similar. But yes Samsung Galaxy Note 9 is obviously better as it is water resistant and has a much better display.
