With respect to Special Agents, the FBI's hiring pool tends to skew toward lawyers, followed by law enforcement and military, as well as anyone the Bureau deems to have a critical skillset vital to the national interest, e.g., facility for languages, computer proficiency, etc.
The FBI (Federal Bureau of Investigations) Training Academy is located 36 miles outside of Washington D.C., and situated over 547 acres on the grounds of United States Marine Corp base at Quantico, Virginia. The Academy is an institution designed to train future Special Agents and Intelligence Analysts. Ever since J. Edgar Hoover opened its doors in 1972, Quantico (as it is known in FBI circles) houses one of the largest and most comprehensive crime labs in the world, as well as the headquarters of the Hostage Rescue Team (FBI SWAT). Currently, it is co-located with the DEA (Drug Enforcement Agency) Training Academy as well as the investigative arms of the various military services: United States Air Force - Office of Special Investigations (OSI)Army - Criminal Investigative Division (CID)Navy - Naval Criminal Investigative Service (NCIS).
In The Silence of the Lambs (1991), Brooke Smith played a victim of a serial killer who was saved by the FBI. Now, she plays an Instructor at the FBI Training Academy in Quantico, Virginia. Quantico, is also the home of the FBI's Behavioral Science Unit, which spearheaded her character's rescue in the previous project.
Plot hole: Poet is shown infiltrating a police dept which has a corrupt unit. It's unlikely that an officer would just show up at a police department and be hired without an extensive background check. Even if that was covered and she was considered an experienced officer, she would still be a "lateral transfer" and have to take several months of training to learn that particular dept's rules and regulations, etc. Then she would be put with different field training officers which is another two to three months. Consequently she would have to invest approximately 6 months before she'd ever be on patrol by herself to infiltrate the "family." A lot of time to devote to an undercover assignment. It would make more sense to send in an agent with previous law enforcement experience.
