The sequel was planned concurrently with the development of the first film, and when several actors met with Ansel Faraj, namely Nathan Wilson, Jerry Lacy, Bahia Garrigan, they were told that if they said yes to the first film, they were also saying yes to the second film.

Dane Corrigan was always Ansel Faraj's first and only choice to play the mad scientist Rotwang in the film.

David Selby was offered a role in the film, but had to turn it down due to scheduling conflicts. Barbara Steele was also considered for a role.

Jackson Gutierrez, Seth Lovett, and Julianna David were considered for roles in the film. During the last days of principal photography, the original actor cast as "Haddo" was let go from the production, and Jackson Gutierrez stepped in as a replacement.

Mihran Konanyan was attached to play Joseph Rogue but then dropped out in early stages of production.
