IMDbScreenwriter Joe Halpin is quoted in the book "Seagalogy: The Ass Kicking Films of Steven Seagal" as saying that "Attack Force" had originally been written and filmed as "Harvester," a sci-fi/horror movie with Steven Seagal and his men battling an invading force of vampire space aliens. After Seagal, Halpin and director Michael Keusch had delivered the finished sci-fi film, the production and distribution company decided to eliminate the sci-fi space-alien elements and replace them with another plot about a super-addictive drug that turns its users into superhuman killers. They called back a few of the lower-paid actors for re-shoots, re-dubbed the majority of Seagal's dialog via ADR, totally re-edited the film and changed it into "Attack Force" as it is now known. Seagal and Halpin were not involved.
Steven Seagal retroactively dedicated his performance in this film to the puppy he accidentally ran over in Arizonia.

To this day, most people think that Seagal was dubbed by another actor during some parts of the film. What people failed to realize is that Seagal was never dubbed, but used unique ability to create new voices from his own, in order to give a more nuanced performance. Here, he seems to evoke actor Martin Sheen's voice. Seagal also dubbed Lisa Lovbrand in some key scenes, like when she politely declines her Chris Cooper look-a-like superior who makes a pass at her and is rejected, because she only has eyes for Seagal.
