The term "Sarkar" (pronounced "sur-kaar") is a title, used in Hindi, to address someone of authority. It is also the Hindi word for government.
'Ram Gopal Verma' had signed Amitabh Bachchan for another movie "Ek", he decided to scrap that script and decided to cast both father and son together for the first time in this movie.
Many directors have been trying to get both the real life father and son together in the same movie, finally 'Ram Gopal Verma' managed to rope them in together for the first time, even though Bunty Aur Babli (2005) (to which the father and son signed much later) was released earlier.
Ram Gopal Varma was previously making the film in 1993 as Nayak with Sanjay Dutt. When Sanjay was arrested, Ram Gopal Varma shelved the film.
